Match the readings
Check the unit reference, meter number, opening and closing readings. Their difference records consumption for the period. Ask about meter changes or estimated readings where relevant. A first bill should not quietly include a previous occupant’s period.
Identify the charging basis
A supplier’s bill and a bill collected by a landlord or building may look different. Ask for the basis of consumption charges, fixed charges and any additional items. Covered residential rental businesses must comply with the applicable restrictions on utility charges. “Everyone in the building pays this” is not an explanation of a surcharge. Equally, a rate quoted for one period should not be treated as permanent.
Raise a specific query
For example: “The closing reading differs from my photograph taken that day; please check the calculation.” Attach the bill and relevant readings and ask for a correction or explanation. If readings are right but consumption increased, consider equipment use or a fault. A larger bill alone does not establish an incorrect charge.
For a separate water charge, see Check Your Rental Water Bill.
